Yes. All plans are month-to-month with no long-term contract. If you cancel, you keep any benefits already used. On Premier the Ecobee is yours outright, one per home, but canceling within the first 12 months may carry a prorated hardware fee equal to the unamortized cost of the thermostat, up to $200 per unit. After 12 months of continuous service there is no fee. The $100 yearly loyalty credit has no cash value and is forfeited if the plan lapses.
Pricing is for your first system, with each additional system added at a lower rate, because almost every benefit covers your whole home. On Comfort, a second system is just $17 more a month.
